Business Development Manager
Job Purpose
3i is a dynamic general contractor and construction manager seeking a passionate, strategic, relationship-driven, and motivated Business Development Manager to expand our presence in the public-sector construction market. As a key member of our team, you will lead efforts to identify, pursue, and secure new opportunities in K–12 education, higher education, aviation, municipal, and other civic sectors while contributing to the development and execution of 3i’s long-term growth strategy. In this role, you will build and maintain strong relationships with clients, architects, engineers, and program managers while leading proposal efforts to ensure 3i’s continued growth and visibility in key markets. We are seeking an individual with energy, professionalism, and a passion for collaboration to help 3i expand its impact across Texas.
Job Duties and Responsibilities
Market Strategy and Business Growth
• Identify and pursue new public-sector construction opportunities across target markets.
• Work closely with marketing and leadership teams to ensure consistent brand messaging and alignment with corporate strategies.
• Research and monitor capital improvement plans, bond programs, and upcoming public initiatives.
• Develop pursuit strategies and go/no-go analyses to support leadership decision-making.
• Stay informed on industry trends and competitor activity to guide strategic planning.
• Participate in the development and execution of company long-term strategic plans.
• Translate corporate strategy into a comprehensive business development and capture plan.
Relationship Development
• Cultivate and maintain relationships with clients, architects, engineers, consultants, and public agencies.
• Represent 3i at networking events, conferences, and community meetings to promote brand visibility.
• Engage with associations such as A4LE, CMAA, and AGC to strengthen 3i’s presence in the public sector.
• Establish and execute regional business development plans to grow 3i’s footprint across Texas.
• Develop and implement a plan for active participation and leadership roles in relevant industry associations.
Proposal and Presentation Support
• Lead proposal and presentation efforts, ensuring timely and competitive submissions.
• Collaborate with estimating, marketing, and operations teams to prepare RFP, RFQ, CSP, and CMAR responses.
• Assist in developing presentation materials, project differentiators, and win strategies.
• Participate in client interviews and support presentation rehearsals.
• Represent 3i at industry conferences, panels, and community events as a brand ambassador and thought leader.
Pipeline Tracking and Reporting
• Maintain CRM systems with updated client information, pursuit status, and projected opportunities.
• Track and analyze win/loss data to improve proposal performance.
• Provide consistent updates and forecasts to company leadership on business development metrics.
• Use data analytics to evaluate market trends, measure pursuit performance, and inform business strategy.
Technical Skills Requirements
• Proficiency in CRM and pipeline management tools.
• Strong written, verbal, and presentation communication skills.
• Ability to analyze market data, forecast opportunities, and develop pursuit strategies.
• Skilled in Microsoft Office Suite and Google Workspace.
• Experience collaborating with marketing, estimating, and operations teams on RFPs and interviews.
• Familiarity with public procurement methods including Hard Bid, CSP, CMAR, Design-Build, and JOC.
• Ability to pursue opportunities in public, healthcare, transportation, and other emerging sectors aligned with 3i’s capabilities.
Qualifications
• Bachelor’s degree in Business, Marketing, Construction Management, or a related field preferred.
• Five or more years of progressive experience in business development or client relations within the construction industry.
• Proven ability to influence executive-level decision-making.
• Strong knowledge of public contracting and procurement processes.
• Established network within K–12, higher education, aviation, or municipal markets preferred.
• Highly organized, proactive, and capable of managing multiple pursuits simultaneously.
• Valid driver’s license required due to frequent travel to client sites, networking events, and industry functions.
Compensation
This position offers a monthly draw along with performance-based commission incentives.
• Commission: 10 percent of the project fee for non-public awarded projects and 5 percent for public awarded projects.
• Payment Schedule: Commissions are paid monthly following project award and verification.
• Draw: A monthly draw is provided and reconciled against earned commissions.
